Referral to CX

Am I correct in understanding that GPs can now refer patients directly to CX without having to go down the old route of psych team, then gatekeeper, then referral?
If so, anybody know the procedure? Because I'm guessing that most GPs are probably not familiar with it.
I'm asking on behalf of a friend who's hopefully summoned up the courage to broach the subject with her GP, and it'd be cool if she could go prepared with the details of how she should be referred. I guess as a last resort, getting him to write to Dr Barrett would get things started, but knowing the correct procedure in advance would probably be quite helpful...
